In the past the county Superin tendent in some cases has been compelled to employ teachers who had not attended any insti tute, but this was rendered necessary because of the scarcity of teachers. As there has re cently been quite an addition to the ranks of the teachers, it is almost certain that the Superin tendent will be driven to the strict observation of the school law, when the time comes for awarding certificates in the fall.
